What is 24-Hour Emergency Assistance According to Minnesota DHS?

At Homestay Services, we provide DHS-enrolled 24-Hour Emergency Assistance to help people live safely and independently in their own homes.

According to the Minnesota Department of Human Services (DHS), here is the official definition and how it works:

Official DHS Definition

24-Hour Emergency Assistance is a service that includes on-call counseling, on-call problem solving and/or immediate response to provide a person access to supports to address a medical or personal emergency. This service does not replace the use of 911 when necessary.

It is specifically listed as an overnight support option to help people who live in their own home and may have a need for support outside of regular staffing hours.

Who Can Get It? (Eligibility)

According to DHS, 24-Hour Emergency Assistance is available through:

BI Waiver, CAC Waiver, CADI Waiver, and DD Waiver

To be eligible, you must:

  • Live in your own home or family home

  • Be on one of the waivers listed above

  • Have an assessed need for on-call support for medical or personal emergencies documented in your support plan by your lead agency / case manager

It can also be authorized for children under 18 who are on waivers.

What Does the Service Actually Provide?

This is not just an answering service. Per DHS, it is designed to give you immediate access to support when a crisis happens at night, on weekends, or holidays.

This includes:

1. On-call counseling and problem solving by phone Someone to talk to, de-escalate a situation, and help you solve a problem over the phone, 24/7.

2. Immediate response and access to supports If the phone support is not enough, the provider must provide an immediate response to help you address the emergency - including coming on-site when needed.

It is meant to address medical or personal emergencies that threaten your health, safety, or ability to remain in your home.

How to Get Started

  1. Talk to your county case manager / lead agency

  2. Ask them to assess you for 24-Hour Emergency Assistance under your CADI, BI, CAC, or DD waiver

  3. Choose Homestay Services as your provider

We will work directly with your case manager to get it authorized on your support plan.
